Clerk-Treasurer Jacob Blasdel resigns effective January 20, 2023

The Town of Speedway announces today that Clerk-Treasurer Jacob Blasdel resigns effective January 20, 2023. Jacob has accepted appointment by Indiana Treasurer of State Daniel Elliott to be the Executive Director of the Indiana Bond Bank. In his new position, Jacob will oversee the quasi-governmental agency, which works to lower borrowing costs for local units of government across the state.

Speedway Town Council is grateful for Jacob’s many years of service to the Town of Speedway. As a Speedway resident, Jacob’s first exposure in working with the Town was serving on the Speedway Community Development Corporation in 2014. In April 2017, Jacob’s extensive infrastructure finance experience in both the public and private sectors led to his appointment as Speedway’s town manager where he oversaw and managed large and small projects that ultimately made Speedway a better place to live. After a strong performance as the town manager, Jacob made the decision to resign, at which time he was elected as the Speedway clerk-treasurer where he has served since February 2020. Jacob’s leadership as clerk-treasurer has led to the Town realizing financial stability and overall well-being within the community.

“It has been a pleasure working with Jacob and witnessing the key roles he has played in the economic growth and financial security of Speedway,” said Vince Noblet, Town Council President. “Jacob has been a dedicated public servant and the Town of Speedway has been positively impacted by his work. On behalf of the Council, I want to thank Jacob for his many contributions and wish him and his family much success.”

During his tenure with the Town of Speedway, Jacob oversaw projects such as the paving of the B&O Trail through Speedway, the processing of new FEMA floodplain maps for the Dry Run Diversion plan, and the acquisition of the former PNC building on Crawfordsville Road, which is the current Speedway Municipal Center. Under Jacob’s leadership, the Town has kept expenditures below budget, received successful financial audits, paid down over $3.5 million in debt, started an investment program for reserve funds, and maintained its A+ credit rating. Jacob was instrumental in leading the Town’s comprehensive planning efforts including the recent Water and Wastewater Capital Improvement Plan resulting in historic investments in water-related infrastructure for the original water and wastewater plants. Most recently under Jacob’s direction, the Town of Speedway experienced a second consecutive year (2022 and 2023) of providing taxpayers with a rate decrease.

“Serving this community, my friends and neighbors, has been an immense honor,” Jacob said. “I’m grateful to have had an opportunity to play a small role on a great team working for Speedway’s continued success.”

A caucus will be held to fill the vacancy of the office of Clerk-Treasurer of the Town of Speedway. A caucus date and the rules for filing as a candidate will be provided at a later date.
