Philip Foust
Clerk-Treasurer

Philip Foust is the clerk-treasurer, elected by special caucus effective January 28, 2023. Prior to working in residential and commercial real estate, Philip spent his career as a trial attorney representing businesses and corporations, investigating international banks, and prosecuting criminals in Marion County. Foust was born and raised in Indiana. 

Philip resides in the Town of Speedway with his wife and son. He is a graduate of Indiana University (IUPUI) and Harvard Law School.


Austin Shively
Utility Billing

Austin Shively is the Deputy Clerk overseeing utility billing. Before joining the Town of Speedway in November 2020, Austin served as a Deputy Clerk of the Courts in Tippecanoe County. Over a four year period between October 2016 and October 2020, Austin spearheaded the Tippecanoe County Clerk’s efforts to digitize the records of the county court system and aided in the administration of the 2020 primary and general elections. A native of Lafayette, Indiana and graduate of Purdue University, Austin completed a bachelor’s degree in history in December 2019.
