CSO Public Notifications

On January 8, 2003, the Indiana Water Pollution Control Board adopted the CSO Public Notification Rule. This rule requires that each CSO community submit a notification plan by November 9, 2003. The following is the notification procedures for the Town of Speedway.

The Town currently has only one combined sewer overflow, which is located at the wastewater treatment plant. The affected waters have been defined as from CSO 002 to Morris Street. A City of Indianapolis CSO is located at Morris Street. It should be noted that the affected waters are within the City of Indianapolis, downstream of the Town of Speedway.

There is one park, Ridenour Park, near the affected waters, but it is separated by a steep and high levee. There are no schools along the waters. All of the bridges have been identified. Warning signs have been placed along the waterway informing the public of the potential for untreated wastewater being discharged to the stream, the health hazards associated with it, and how to be notified when a discharge is likely to occur.

The following notification methods will be used.

(1) A public notice will be published in the Indianapolis Star annually, beginning in March 2004, notifying the public, media, and other interested persons in the community that they may request receipt of CSO notifications.

(2) Those persons who request notification will/can be notified in the following manner:
  1. By email; or
  2. Calling the Speedway Waste Water Treatment Plant at 317.248.1446
The notification will explain the potential health risks involved with a CSO discharge and the steps to take to avoid exposure.
